When smoking meats over a relatively short period of time (up to a couple of hours) you shouldn't really need to consider a water pan to keep the meat moist as it cooks.

However, besides keeping the meat moist as it smokes/cooks over a long period of time, a humid environment in the pellet smoker does help the smoke bond to the surface of the meat.

Therefore, even on short smoking sessions if you want to maximize smoke pentration into the meat, then using a water pan can help with that.

The other reason you may want to use a water pan is to place it below a large piece of fatty meat smoking on an upper rack as it will catch the dripping fat and mean that your pellet smoker/grill will be a lot easier to clean.
