Yes, while pellet grills/smokers and electric smokers both use electricity, they operate very differently. A pellet grill/smoker uses electricity to run its components (Controller, Auger, Fan, Hot Rod Igniter). However, all of the heat from a pellet grill/smoker comes from the combustion of pellets.
With an electric grill or smoker, the source of heat comes from an electrical resistive heated (the same as your toaster). Hence, it cannot actually produce any smoke, it has to be loaded with some wood chips, chunks or pellets to produce smoke.
However, as the electric smoker can not automatically add its own fuel for the smoke production, you have to monitor it much more. As a pellet grill/smoker is using the pellets to produce its heat and smoke there is always smoke flavor being produced.
